各出口英國膠合板企業(yè)：

近期，中國林產(chǎn)工業(yè)協(xié)會接到英國木材貿(mào)易協(xié)會發(fā)來的英國政府對建筑法規(guī)（CPR）的最新規(guī)定，新法規(guī)將從英國脫歐后的2021年1月1日起實(shí)施，但其中的有些要求將從2022年1月1日起執(zhí)行，請相關(guān)企業(yè)認(rèn)真閱讀以下相關(guān)的法律條文，認(rèn)真研究應(yīng)對，抓緊時(shí)間做好準(zhǔn)備。

Construction Products Regulation from 1 January 2021

建筑產(chǎn)品法規(guī)（CPR）– 2021年1月1日 實(shí)施。

Great Britain is leaving the European Union at the end of a transition period which finishes on 31st December 2020. It has therefore developed its own system to replace CE marking. The technical requirements are the same:

英國將于2020年12月31日結(jié)束的過渡期結(jié)束時(shí)離開歐盟。英國已開發(fā)出單獨(dú)的標(biāo)記系統(tǒng)來替代CE標(biāo)記，但技術(shù)要求相同：

EU wide common product standards

歐盟范圍內(nèi)的通用產(chǎn)品標(biāo)準(zhǔn)；

Initial Type Testing

初始類型測試 ITT；

Declaration of Performance

性能聲明DOP ；

Development of Factory Production Control (FPC)

工廠生產(chǎn)管理認(rèn)證（FPC）；

In-house factory testing

工廠常規(guī)檢測；

Involvement of a 3rd party body to oversee FPC

由第三方機(jī)構(gòu)對FPC的執(zhí)行進(jìn)行監(jiān)督；

Product marking

產(chǎn)品表示

The three differences are that the CE mark on products will be replaced by a new UK mark, 3rd party bodies to oversee the new UK mark will be called approved bodies rather than notified bodies, and the common product standards used by the UK mark will be called designated standards rather than harmonised standards.

屆時(shí)會出現(xiàn)如下三點(diǎn)變化：

1、產(chǎn)品上的CE標(biāo)記將由新的英國標(biāo)志代替

2、對英國標(biāo)記進(jìn)行監(jiān)督的第三方機(jī)構(gòu)的名稱將由公告機(jī)構(gòu)（notified bodies）改為批準(zhǔn)機(jī)構(gòu)（approved bodies）

3、英國商標(biāo)使用的通用產(chǎn)品標(biāo)準(zhǔn)將被稱為指定標(biāo)準(zhǔn)(designated standards)，而不再是統(tǒng)一標(biāo)準(zhǔn)(harmonised standards)

Businesses must prepare for the end of recognition of the CE mark in Great Britain and affix the UK marking using a UK-recognised ‘approved body’ on 1 January 2022.

企業(yè)須在2022年1月1日之前做好準(zhǔn)備，對在英國流通的產(chǎn)品終止使用CE標(biāo)記，改為英國第三方“批準(zhǔn)機(jī)構(gòu)”的英國標(biāo)志。

Until then, in Great Britain both the UK marking, and the CE marking will be recognised. Manufacturers will either need to:

在該日期之前，CE標(biāo)記和英國標(biāo)記在英國都可繼續(xù)被使用。制造商有兩個(gè)選項(xiàng)：

affix the UK marking using a UK-recognised ‘approved body’, or

affix the CE marking using an EU-recognised ‘notified body’.

選項(xiàng)1：使用英國標(biāo)志 – 英國認(rèn)可的第三方“批準(zhǔn)機(jī)構(gòu)”，或者

選項(xiàng)2：使用CE標(biāo)志  - 歐盟認(rèn)可的“公告機(jī)構(gòu)”

Where no third-party conformity assessment is required (AVCP system 4) the manufacturer can choose whether to affix the UK marking or the CE marking, provided that the underlying requirements are met.

如不需要第三方合格評定（AVCP®系統(tǒng)4），制造商可以兩者選一，選擇英國標(biāo)志或者CE標(biāo)志 。但前提是滿足其基本要求。

Manufacturers who want to supply the UK ONLY, should follow option 1 before 31st December 2020.

Manufacturers already registered with a European based Notified Body will see no immediate change under option 2.

Manufacturers registered with a UK based Notified Body must make a change before 31st December 2020 but can take either option 1 or option 2.

Manufacturers who want to supply the UK from 1st January 2022 must by this date follow option 1.

僅供應(yīng)英國市場的制造商在2020年12月31日前需做好準(zhǔn)備，過度到選項(xiàng)一（英國標(biāo)記）；

如制造商使用的公告機(jī)構(gòu)為歐洲注冊機(jī)構(gòu)（如HFB 或Guidano），在短期內(nèi)可繼續(xù)使用CE標(biāo)記（選項(xiàng)二）；

如制造商使用的公告機(jī)構(gòu)為英國注冊機(jī)構(gòu)（如：BM TRADA），制造商必須在2020年12月31日之前完成過度。之后可繼續(xù)采用選項(xiàng)一或選項(xiàng)二；

2022年1月1日之后供應(yīng)英國市場，必須使用選項(xiàng)一。
